ANC councillors in the Moses Kotane Local Municipality have tabled a motion of no confidence against their own party’s mayor, citing governance failures, poor oversight and ongoing service delivery challenges.
The motion was formally submitted to the Municipal Manager on 21 January 2026 by two ANC councillors, invoking Section 53 of the Municipal Structures Act. It calls on council to consider action against the mayor based on what the councillors describe as underperformance and failure to provide effective political oversight of the administration.
According to the Notice of Motion, the ANC councillors raise concerns about the alleged loss of R24 million in conditional grants for service delivery in 2023 due to poor spending, with fears that the municipality could face a similar situation again in 2026. The motion further points to the withholding of equitable share transfers by National Treasury in December 2025, reportedly linked to non-compliance.
The councillors also accuse the mayor of failing to ensure the filling of critical vacant posts and of not implementing council and Auditor-General recommendations, which they say has weakened service delivery and accountability.
In their submission, the councillors stress that the motion is not political grandstanding but an attempt to restore effective governance and protect the municipality from further financial and administrative decline.
Council is expected to note the motion and deliberate on the recommendations during an upcoming sitting.
